Pennsylvania Legislation
Our General Assembly could end the year with the lowest number of new laws in at least a decade.
Pennsylvania has the largest full-time legislative body in the country, with 253 lawmakers in the state House and Senate. They receive salaries with annual cost-of-living adjustments, reimbursements for travel to Harrisburg, and generous pensions, all funded by taxpayers.
Despite being full-time, lawmakers have passed only 65 bills this year — an all-time low for at least the past decade. There are no more session days scheduled for the state Senate from now until the end of the year, while the House has two more voting days scheduled. Both chambers could still schedule days if needed.
Most of the bills PA4SBR is watching did not even come up for a Committee vote this year.
Unfortunately, HB 158, The Protect Women’s Sports Act, was yet again assigned to another Committee. HB 158’s primary sponsor, Representative Barbara Gleim, R-Cumberland, denounced Democrats’ maneuvering:
“Why are House Democrats afraid to debate an issue which 80% of Pennsylvanians support? Why are three clearly education-related pieces of legislation now buried in and incorrectly assigned to the House Judiciary Committee? When will House Democrat leaders allow their members to vote to protect women and girls in sports?
“These bills regulate interscholastic and intercollegiate sports and have nothing to do with legislation handled by the House Judiciary Committee. Democrats are trying to fool Pennsylvanians with a political tactic that allows them to avoid going on record to support or oppose protecting women’s sports and curtail free speech and local representation.
“It’s a commonsense issue that should justly and fairly be decided by the General Assembly. Senate Bill 9 advanced with bipartisan support, a fact that will obviously need to be addressed in the House this session. It’s time to stand with the overwhelming majority of Pennsylvanians who want fair play in PA and protection from physical and mental harm for girls who deserve to have the opportunities afforded under Title IX.

However, a GOOD bill for women passed its Committee. HB 1957, the Reproductive Rights Amendment, passed Appropriations 22-15 and the full House by 102-101. Wow, 101 of our elected PA House members want to deny women our fundamental right to control our own bodies. The Reproductive Rights Amendment would amend our state’s Constitution to guarantee women’s right to abortion and contraception.
On a near-party-line vote, the Pennsylvania House of Representatives on Wednesday passed a bill that would put a referendum before voters on adding specific abortion rights language to the state constitution.
The bill — and the more than two hours of floor remarks that accompanied its passage — capped off 2025 for the state legislature, with neither the House nor Senate expected to take votes until January.
Wednesday’s action was a fitting end for another year of divided government between the state’s Democratic-majority House and Republican-majority Senate, featuring a lengthy debate over an emotional issue that will almost certainly go nowhere in the opposing chamber.
Sadly, the word WOMEN appears nowhere in this brief document, instead we are “pregnant individuals.” Sigh. This proposed Amendment will probably not pass the state Senate because party lines.

Ask the senators to support these two bills and push them through and make them law.
Hb462 allows for a two year extension of the statute of limitations for victims of childhood sexual abuse to file civil cases against their abusers. It is for those who the statute of limitations has already run out. Thousands of Pennsylvanians are waiting for this opportunity to make them whole and to have their day in court.
Sb494 raises the age of consent for sexual activity to 18 and protects minors from older predators. Everyone in our state wants this.

“Hello team!! Excited to share the rally for the women’s sports SCOTUS case is in the works! It will be during oral arguments, 10:30-1 on January 13th. Penny Nance and I will both be speaking, and we’re hoping to have a strong CWA/YWA [Concerned Women for merica/Young Women for America] presence there. It’s been nearly a decade of our leaders fighting on the ground to get us here!
ADF [Alliance Defending Freedom] has graciously offered to cover the cost of buses to get our leaders there if we can fill them. They will need to know by Christmas if we plan to have groups attend. We need at least 30 for a bus load.”

Pennsylvania Lawsuits
The US Department of Justice won't require the names of minors who received sex-alteration medicine and surgery at University of Pittsburgh Medical Center (UPMC.)
The department’s shift to no longer require the identities of minors comes in response to a motion to quash the subpoena on privacy grounds.
DOJ submitted a request this week to file an additional briefing with the U.S. District Court in Western Pennsylvania. The motion to allow a supplemental briefing states the department’s adjustment will likely render moot the challenges to its subpoena, filed by plaintiff families.
The article is entirely pro-trans, without any explanation of why DOJ wants this information.
Subscriber Beth Ann Rosica alerted PA4SBR to a different lawsuit.
A petition was filed in the Commonwealth Court of Pennsylvania on Thursday, [March 6, 2025] alleging a state agency did not have the authority to enact regulations changing the definition of sex to include “gender identity.”
The Pennsylvania Human Relations Commission (PHRC) in 2023 changed its regulations to include gender expression, gender identity, and affectional or sexual orientation in the definition of “sex.” According to the PHRC, every school district is legally obligated to follow the regulations, despite the executive orders.
As a result, the firm of Dillon, McCandless, King, Coulter & Graham, located in Western Pennsylvania and special counsel to the Thomas More Society, filed a petition against the Governor and the PHRC, alleging the regulations are a violation of the state constitution and the non-delegation doctrine.
Dr Rosica has this update:
Last week [of December 8, 2025], seven Commonwealth Court judges heard arguments about the definition of “sex” according to Pennsylvania law. While I have been involved in this case as a petitioner since its inception, I was nevertheless surprised at the lunacy of the discussion.

Commonwealth Court judges commented that the state does not have a definition for sex.
How did we get to a point in history where educated people do not understand this very basic fact? Attorneys are generally smart people, they must pass the bar exam, which is a rigorous test. Lawyers are taught to think critically and in a way different from most professions. And yes, part of their job is to find loopholes and ways to argue and support their case or client.
Srsly? Do we need to legally define that grass is green? That our Sun shines?
Then again, given all the bullshit currently infesting our society that women are whatever men say they are, legally defining ‘female,’ ‘woman,’ ‘male,’ and ‘man’ is completely necessary. Your Author has said this before and will say it again: We’re living in a South Park episode.
Let’s hope Dr Rosica and the other plaintiffs win their case.
Pennsylvania Crimes Against Women
From 2013 to 2021, State College police reported a total of 67 rapes in crime submissions to Pennsylvania State Police, when in fact there had been 321 — a 254-case difference — according to a 10-month Spotlight PA investigation.
Those missing cases were instead classified as sex offenses, a category with lower penalties and one that’s treated with less urgency by law enforcement. In response to Spotlight PA, the department conceded it had been using an outdated definition of rape until late 2022 — despite the federal government announcing a change to it in 2012, and that update being subsequently implemented by thousands of police agencies across the U.S. in 2013.
Under the old definition, “a vast array of violent, degrading, abusive sexual assaults were excluded from the data that are used to inform the public about the prevalence of rape,” said Lila Slovak, director of the Women’s Law Project’s Philadelphia office. [Emphasis added.]

Police appear to be “trying to minimize the extent of sexual assault in State College,” Cassia Spohn, a criminologist and professor at Arizona State University, told Spotlight PA. “Doing so can produce a false sense of security among potential victims, leading eventually to an increase in victimization and a decline in public safety.”
So, our state police have UNDERREPORTED RAPE?? They claim this was “unintentional,” but Your Author cries bullshit. How can the State Chief of Police claim that “that he wasn’t aware until 2022 that the FBI had updated its definition of rape.”??

An op-ed in the Philadelphia Inquirer from Dr Arthur Lazarus lamented the horrific hate crime of correctly naming and sexing Dr Richard Levine. Referring to Dr Levine as a “nationally recognized medical leader” and “one of the country’s most illustrious physicians,” Dr Lazarus moans that
Professional erasure begins with symbolic gestures — the removal of names, the reclassification of identities, the retelling of who someone “really” is. History is rife with examples of how stripping titles, credentials, or names precedes efforts to diminish authority and restrict participation.
A physician’s portrait is not just a piece of decor. It is a public acknowledgment of service, expertise, and contribution. Altering it is an attempt to rewrite not only identity but legacy.
No one is “erasing” Richard Levine. The current administration has correctly named and sexed him. Medicine must not be the promulgation of lies that humans can change sex. Spoiler alert: we can’t. “Identity” is based on a lie, and no one can force anyone else to believe someone else’s lies. Dr Lazarus should know better, but he doesn’t.
And look at the photos of Dr Levine in the op-ed. How can anyone for a second mistake him for a woman?
Gays Against Groomers has posted about Anthony Mauriello, a.k.a “Maria TopCatt,” Philadelphia’s local drag superstar.
A glowing article from Philadelphia Magazine reveals exactly what happens at Drag Storytime. [Mr Mauriello in womanface] teaches children to chant “YAAASSS QUEEEEN” with their fingers in the air. The reporter calls this the new “Baby Shark,” urging parents to have their toddlers use drag slang in everyday life, even at the grocery store. The highlight of the event is the catwalk. Children, some as young as THREE, walk an illuminated runway while [Mr Mauriello] describes their outfits and “what makes them special.” One girl strutted in a sparkly dress and Crocs, and a pair of siblings were praised by everyone in the room for using “they/them” pronouns. At the event, [Mr Mauriello] tripped down to a sparkly outfit, sat down in fishnets, and read “I Like Myself” as children gathered at his feet.
Yep, get’em while they’re young and you’ll have them forever…
