Comment on Proposed Rules to Protect Children from Sex-Rejecting Medical Intervention
On December 19, 2025, the Centers for Medicare & Medicaid Services issued two proposed rules to protect children from sex-rejecting medical interventions.
Please post comments supporting BOTH proposed rules:
CMS-2451-P, prohibiting Federal Medicaid and Children’s Health Insurance Program (CHIP) funding for sex-rejecting procedures on minors.
CMS-3481-P, adding a Hospital Condition of Participation that bars Medicare- and Medicaid-participating hospitals from performing sex-rejecting on children under 18.
Comments are due by February 17, 2026.
No child needs puberty blockers, opposite-sex hormones, or surgeries that cause irreversible harm like infertility, bone density loss, cardiovascular issues, sexual dysfunction, and lifelong regret. Feminizing boys and masculinizing girls isn’t legitimate medicine; it’s experimental, ideology-driven abuse with weak evidence of benefit and clear risks. Providers, hospitals, and states will only stop if federal funding is cut off and participation consequences are severe.
Submitting strong comments on both amplifies the impact— these rules together create powerful safeguards that will help protect children from these interventions.
Stand with Detransitioner Soren Aldaco – Texas Supreme Court Hearing February 11!
Protecting Texas Children is leading a coalition letter in strong support of Soren Aldaco, a brave detransitioner suing her former providers for guiding her toward irreversible harm through gender transition procedures as a minor/young adult— including testosterone and a double mastectomy. Soren’s medical malpractice case has now reached the Texas Supreme Court, with oral arguments scheduled for February 11, 2026. This ruling could determine whether detransitioners in Texas (and potentially nationwide) get their day in court or are blocked by strict statutes of limitations that often expire before the full harms of these procedures are realized.

Pa. rape crisis centers urge Shapiro, lawmakers to bolster funding:
Pittsburgh Action Against Rape — one of nearly 50 rape crisis centers across the commonwealth that collectively helped more than 25,000 people, including almost 6,000 children last year — “strongly [denounced] the absence of increased funding” in the executive budget rolled out Tuesday. The group said the lack of a boost to the last few years’ roughly $13.6 million budgeted — $11.9 million in state and $1.7 million in federal and other funding — marked “a direct contradiction to public claims of supporting survivors of sexual violence.”
For decades, survivors have urged the state to open a temporary window so those abused can file lawsuits even though the statute of limitations has passed. They view creating a path for victims in older cases to sue their abusers as a crucial step for accountability.
In recent legislative sessions, Republican leaders in the state Senate have refused to advance a proposed constitutional amendment on the issue unless it is tied to an expanded voter ID measure.
“Leader [Matt] Bradford has put a clean bill on the House floor six different times over the last three years, and it has passed each time. But I got to say it, I have to call it out — Senate Republicans have refused to act,” Shapiro said during his budget address Tuesday. Some booed in response.
